In January 2026, the City of Tacoma will launch an ambitious one-year pilot program specifically designed to accelerate the permitting and delivery of "middle housing." This initiative represents a strategic expansion of the City’s existing permitting framework, moving beyond smaller residential projects to facilitate the broader goals of the Home in Tacoma policy. By focusing on the "missing middle"—the critical housing category that fills the gap between traditional single-family detached homes and large-scale multifamily complexes—the City aims to address high demand, rising costs, and a restricted housing supply.
The program targets residential developments containing seven to 20 units and townhome subdivisions consisting of 10 to 20 homes. To expedite these projects, Tacoma is scaling a successful operational model previously reserved for smaller builds. Central to this shift is the consolidation of permitting authority within the Planning and Development Services Department. By utilizing a dedicated staff review team, the City intends to streamline decision-making and provide a unified voice when navigating complex code intersections, such as potential conflicts between site amenities and right-of-way improvements.
A cornerstone of the pilot is the emphasis on application quality and "intake readiness." To eliminate the time-consuming back-and-forth often associated with permit reviews, the City is offering free pre-application meetings and introducing a mandatory pre-submittal checklist. Furthermore, a dedicated project coordinator will be assigned to partner with applicants from the initial feasibility phase through to the final permit issuance. This ensures a single point of contact and consistent continuity for developers, significantly reducing the administrative burden and unpredictability typically found in mid-scale urban development.
Beyond administrative restructuring, the City is investing in tangible design solutions. By the end of 2026, Tacoma plans to release a suite of pre-approved townhouse building plans. These pre-vetted designs are expected to drastically shorten review times and lower engineering and design costs for developers, making middle housing more financially viable. Accountability and long-term viability are also integrated into the program’s design. New data-driven tracking enhancements will allow officials to measure every phase of the review process.
